BUSINESS CONTINUITY  (CONOPS), CAPITAL PLANNING (CPIC), AND DISASTER RECOVERY (DR) SUPPORT

HumanTouch continues to provide leadership when it comes to Capital Planning, Continuity of Operations, and Disaster Recovery Support. We have developed successful methodologies for CPIC (OMB 300 and Section 53 Support) reporting and can provide the business case support required to justify the BC/DR expenditure. We can implement the processes necessary for managing the investment throughout the system's life cycle.

While customized for each client, the HumanTouch approach includes:

  1. Developing a clear methodology (in writing) for developing the Exhibit 300 and managing the overall CPIC process.
  2. Developing a structured approach and schedule for the planning and document preparation processes.
  3. Assimilating a knowledge base of exemplary documents (300s, Requirements Documents, Acquisition Plans, Project Plans, model Earned Value data, project-level EA plans, performance metrics, Cost Benefits Analysis, Risk Management Plans, Privacy Impact Assessments, etc.).
  4. Assimilating information about Best Practices and Promising Practices.
  5. Developing and utilizing templates for required documents such as risk analysis, risk adjusted costs, cost estimating, cost-benefits analysis, return on investment, etc.
  6. Assistance with some of the more complex issues (such as information security and cost of risk).
  7. Quality Assurance (QA) and feedback of the Exhibit 300.
  8. Assistance in the integration the CPIC, SDLC, and information security process.
  9. Assistance in linking the investment to the mission, performance objectives, and enterprise architecture of the organization.
  10. Assistance in integrating with E-Government, financial performance requirements, human resource utilization, and security.
  11. Assistance in assuring continuous improvement of the CPIC process.

For Disaster Recovery (DR) and Business Continuity (BC) the HumanTouch approach includes:

  1. Developing a Requirements Management Plan (RMP).
  2. Designing a survey (questionnaire) - utilized for gathering requirements.
  3. Conducting workshops to gather, develop, and validate requirements.
  4. Developing and documenting the requirements specification.
  5. Upon developing the requirements specification, designing the target BC/DR architecture by performing the following:
    • Defining the technical infrastructure required to support the technical requirements.
    • Drafting the technical RFP that is scheduled for release to the bidding public.
    • Mapping the business requirements to service levels.
    • Developing service level requirements.
    • Defining and drafting the service level agreements package to coincide with the RFP.
    • Assistance in post RFP-release process including:
      a Assistance in drafting the source selection plan.
      a Assistance in coordinating the RFP industry day.
      a Technical assistance during the RFP Q&A process.

Using the requirements specification as an input along with the business impact analysis, HumanTouch develops the CONOPS which includes the following:

  1. Designing the High Level Architecture (HLA) of the envisioned BC/DR environment. Usually consisting of an architecture capable of providing both BC/DR support while optimizing system resources by deploying an “active-active” processing environment. This design allows the BC/DR solution to provide support during the following states:
    A) Standard Operations: Processing at the      main site with backup/replication services provided by BC/DR site.
    B) Non-Standard Operations: Critical systems running at the BC/DR site due to a component failure, etc. at the primary site.
    C) Failover: The transition state involving systems migration/performance from the primary site (standard operations) to the BC/DR (non-standard operations) site.
    D) Fail-back/Restoration: The transition state involving systems migration/performance from the BC/DR (non-standard operations) primary site to the primary (standard operations) site.

  2. Assistance in developing the Assumptions and Constraints design documentation.

  3. Assistance in developing the Roles/Responsibilities documentation during each state.

  4. Assistance in developing configuration/implementation documentation.

  5. Assistance in developing the organizational/operational impact analysis.

  6. Assistance in performing the risk/issue analysis.
